Vacancies: Pursuant to the County Governments Act, 2012 section 59(1) (b): - the County Government of Nyamira invites applications from suitably qualified persons to fill the following vacant positions:
 
1. County Director of Health Services
JG ‘R’
(1 Post)
 
Responsible to the Chief Officer for the leadership and management of technical services of the department of health at the county
 
The specific duties shall include
  • Strategic and operational planning of technical health services at the county
  • Direct and coordinate functions of various technical divisions of the department
  • Supervising and coordinating the various technical divisions of the department
  • Ensuring effective and efficient use of financial and non-financial resources for various areas of responsibility and monitoring the quality services against performance indicators.
  • Provide strategic leadership for technical health services in the county
  • Shall provide necessary advice to the Chief Officer on technical matters of health
  • Ensuring efficient management and coordination of the County Health Management Team activities
  • Ensure proper coordination, monitoring and evaluation of the technical aspects of the Nyamira County Strategic and Investment Plan
  • Any other duties as may be assigned from time to time by the Chief Officer of Health Services or other Seniors
Requirements
  • Be a Kenyan citizen
  • Have a Bachelor’s’ Degree in Health Sciences from a recognized university
  • Master’s Degree in a Health Discipline from a recognized institution
  • Be registered by the Kenya Medical Practitioners and Dentists Board
  • Have undergone a leadership Development Course at a recognized institution
  • Demonstrate a deep understanding of Kenya’s health sector under the devolved governance system
  • At least 10 years’ experience in the health sector, five of which should be at senior management and leadership level
  • Satisfy the requirements of Chapter six of the Constitution of Kenya
  • Demonstrate a good understanding of the County Government’s mandate, health policies, vision, mission as well as vision 2030
  • Demonstrate understanding of the principles and values of public service and governance
  • Have capacity to undertake multitask within strict timelines
  • Be proficient in computer skills

2. Deputy Director of Health - Preventive and Promotive Health Services

Responsible to the County Director of Health Services for provision of leadership and management of preventive and promotive health services at the county
 
The specific duties shall include:
  • Provide strategic leadership and technical support in public health activities.
  • Overseeing the various preventive and promotive units of the department
  • Implementing policies, objectives, and strategies of the division
  • Preparing annual capital, operational and staffing budgets of the division
  • Ensuring effective and efficient use of financial and non-financial resources for various areas of responsibility and monitoring the quality services against performance indicators.
  • Oversee provision of primary health services within the county
  • Ensure proper coordination, monitoring and evaluation of the preventive and promotive health aspects of the Nyamira County Strategic and Investment Plan
  • Supervising and coordinating staff in the division
  • Any other duties as may be assigned from time to time by the Director of Health Services or other Seniors
Requirements
  • Be a Kenyan citizen
  • Have a Bachelor’s’ Degree in medical sciences, environmental health sciences or a related health discipline
  • Master’s Degree in Public Health, Epidemiology or equivalent from a recognized institution
  • Be registered by the relevant regulatory body
  • Having undergone a senior management course at a recognized institution
  • Demonstrate a good understanding of Kenya’s health sector under the devolved governance system
  • Over eight (8) years’ experience in preventive and promotive health activities, three years (3) of which should be at senior management level in public or private sector
  • Satisfy the requirements of Chapter six of the Constitution of Kenya
  • Demonstrate a good understanding of the County Government’s mandate, health policies, vision, mission as well as vision 2030

3. Deputy Director of Health - Medical Services

Responsible to the County Director of Health Services for provision of leadership and management of curative and rehabilitative health services at the county
 
The specific duties and responsibilities shall be:
  • Provide strategic leadership and technical support in clinical activities.
  • Overseeing the medical services unit, nursing services unit, health commodities, laboratory services unit and rehabilitative unit among others
  • Implementing policies, objectives, and strategies of the division
  • Preparing annual capital, operational and staffing budgets of the division
  • Ensuring effective use of resources for various areas of responsibility and monitoring the quality services against performance indicators.
  • Ensure proper coordination, monitoring and evaluation of the curative and rehabilitative health aspects of the Nyamira County Strategic and Investment Plan
  • Supervising and coordinating clinical and rehabilitative staff of the department.
  • Provide strategic leadership for the hospitals
  • Monitor and review performance of all hospitals
  • Coordinate emergency and referral medical services in the county
  • Any other duties as may be assigned from time to time by the Director of Health Services or other Seniors
Requirements
  • Be a Kenyan citizen
  • Be a holder of an MBChB Degree or equivalent from a recognized institution
  • Master’s Degree in a medical discipline from a recognized institution
  • Be registered by the Kenya Medical Practitioners and Dentists Board
  • Having undergone a senior management course at a recognized institution
  • Demonstrate a good understanding of Kenya’s health sector under the devolved governance system
  • Over eight (8) years’ experience in curative and rehabilitative health activities, three years (3) of which should be at senior management level in public or private sector

4. Deputy County Director of Health – Health Planning, Monitoring and Evaluation Services

Responsible to the Chief Officer of Health Services for the provision of leadership and management of health planning, monitoring and evaluation services at the county.
 
The specific duties will be:
  • Provide strategic leadership in policy formulation, planning and implementation of various health activities of the department
  • Coordinate planning, monitoring and evaluation of sectorial plans, strategic plans and annual work plans
  • Coordinate preparation of relevant legislations and policies for the sector
  • Formulation of relevant policies and strategies for the department
  • Planning and implementing strategic changes to improve service delivery
  • Coordinate collection, collation and analysis of health information for use in planning, decision making and management
  • Provision of technical support services and improvements in management of health information
  • Champion e-health and establish a coordinated system for electronic medical records in the health facilities
  • Provide leadership in operational research within the department
  • Be the Secretary to the County Health Management Team and convey the Team’s decisions to the appropriate persons or authorities
  • Any other duties as may be assigned from time to time by the Chief Officer of Health Services or other Seniors
Requirements

  • Have a Bachelor’s’ Degree in a health-related discipline
  • Master’s Degree in Health Informatics, Health Systems Management or equivalent from a recognized institution
  • Having undergone a senior management course at a recognized institution

  • Over eight (8) years’ experience in health policy, planning, monitoring and evaluation three years (3) of which should be at senior management level in public or private sector

5. Deputy County Director of Health – Health Administration and Finance Services

Responsible to the Chief Officer of Health Services for the provision of leadership and management of health administration and healthcare finance management services at the county.
 
The specific duties will be:
  • In charge of county health administration, human resource for health, health care finance, maintenance and procurement services of the department across the county
  • Provide strategic leadership in human resource for health attraction, retention, development and management
  • Provide strategic leadership in internal and external resource mobilization for the department
  • Coordinate proposal formulation for grant applications and partnership/linkage development
  • Initiating and leading in the development of annual, operational and staffing budgets of the department
  • Ensuring that the department’s resources are used in a manner which is lawful and authorised, effective, efficient, economical and transparent
  • Responsible for keeping records and inventory of all the department’s assets and liabilities
  • Prepare monthly, quarterly and annual financial reports for the department of health services’ Chief Officer
  • Holds administrative meetings, write reports and supervise administrative matters
  • Sit in the County Health Management Team to present or give advice on matters relevant to his/her duties
  • Any other duties as may be assigned from time to time by the Chief Officer of Health Services or other Seniors
Requirements
  • Be a Kenyan citizen
  • Have a Bachelor’s’ Degree in social sciences or related discipline
  • Master’s Degree in Health Services/Systems Management, Business Administration, or equivalent from a recognized institution
  • Having undergone a senior management course at a recognized institution
  • Demonstrate a good understanding of Kenya’s health sector under the devolved governance system
  • Over eight (8) years’ experience in health administration three years (3) of which should be at senior management level in public or private sector
  • Satisfy the requirements of Chapter six of the Constitution of Kenya
