The County Assembly Service Board (CASB) wishes to recruit competent and qualified persons to fill the following positions
 
1. Minute Clerks
(SCASB -5)
( 6 Post)
 
Duties and Responsibilities
  • Writing minutes and reports of Assembly Committees
  • Keeping and maintaining records of assigned Assembly Committees
  • Organizing and preparing conference facilities for Assembly Committees
Requirements for Appointment
  • Be in possession of Bachelor’s degree majoring in English
  • Have satisfactorily served in a public sector and has shown merit and ability in work performance with results for a minimum period of five years.
  • Must have attained at least a B plain in English in KCSE
  • Have a good command of English, coupled with good report writing skills
  • Proficiency in basic computer application

2. Legal Counsel
(SCASB - 8)

Duties and Responsibilities
  • Drafting of private member bills
  • Drafting of amendments to the bills proposed to the assembly by members and committees of the assembly
  • Giving legal interpretation of bills and acts to advice on matters relating to the assembly
  • Providing legal advice to the speaker of the county Assembly, Assembly committees the County Assembly Service Board, Assembly clerk and Honourable Members
  • Ensuring that the bills passed by the assembly comply with the constitution
  • Providing any other legal services that may be needed by the speaker the Assembly and the Assembly Committees the County Assembly Service Board or Assembly Clerk.
  • Legal presentation of the County assembly and County Assembly Service Board in court proceedings or ancillary matters.
  • Ensuring that the bills passed in the county Assembly comply with constitution and other relevant statutes.
Requirement for appointments
  • Have a bachelor’s degree in law
  • Ability to perform and deliver
  • Diploma in law from Kenya School of Law
  • Have at least 3 years’ experience
  • Have proficiency in the use of basic computer applications
  • Advocate of the High Court
3. Director Human Resource 
(SCASB -11)

Duties and responsibilities
  • Advice the board on standing and recruitment
  • Coordination of training and capacity development staff
  • Development and implementation of human resource policies and procedures
  • Ensure proper applications and interpretation of human resource management policies, regulations, procedures and system
  • Providing direction on strategic human resource planning, organization and development of incentive structures
  • Oversee and coordinate human resource services in areas of recruitment, promotion, placement, discipline training and development and staff  welfare
  • Ensure proper application and interpretation of Human resource management policies, regulations, procedures and systems.
  • Management of compliment control salary pensions and gratuity administration in accordance with laid down regulations.
Requirement for appointments
  • Bachelor’s degree in social science, human resource management or industrial relations
  • Served as a senior human resource management officer for 5 years in a busy institution
  • Shown ability in work performance with the results
  • Master’s degree in human resource management will be an added advantage
  • A member of a recognized human resource professional body
  • Must have attended a senior management course (SMC) in a recognized government institution
  • Must have the experience and knowledge of managing payroll
4. Assistant Sergeant at Arms

Duties and Responsibilities
  • Ensures safe custody of the mace
  • Ensures protection of life and property of legislators and staff of the assembly
  • Ensures safe keeping of fi re arms within the precinct of the assembly
  • Ensures clear secure and safe environment for members, staff and visitors
  • Ensure the speakers orders rules and directives are enforced and implemented.
  • Ensures chambers services are provided during assembly sittings
  • Ensures that security is provided to the members in the committees of the house
  • Ensures periodic security and risk assessment
  • Ensures disaster preparedness and mitigation
  • Performs chambers and ceremonial duties
  • Admission of visitors, contractors and suppliers personnel
  • Controlling authorized parking
  • Submission of periodic reports
Requirements for appointments
  • Be in possession of bachelor degree in relevant discipline
  • Kenya certificate of secondary education C plus or equivalent
  • Must be a computer literate
  • Have a certificate in fire and first aid
  • Possess an exemplary service certificate
  • Served in disciplined forces for not less than five years of augmented with rank of inspector of police and above will be an added advantage
5. Research Officers

Duties and Responsibilities
  • Provisions of non-partisan professional research assistance and analysis to members, committees and staff  of the assembly
  • Assessing the strength and weakness of policy actions
  • Provisions of the expert explanations and analysis of policy documents
  • Ensuring quality control in the preparation of notes and particular points of view
  • Providing technical back up to the county assembly committees
  • Maintains a periodic update of inventory of publications and current issues publications and major public policy issues
Requirement for appointments
  • Be a holder of bachelor degree from recognized university in specialized discipline finance
  • Served as a research officer or in an equivalent position in either the public or private sector for at least 5 years
  • Possesses thorough knowledge and understanding of concepts and techniques of professional research with particular emphasis on public policy analysis
  • Ability to write reports in clear, concise and understandable manner
  • Have 3 years continues work experience
  • Satisfactorily served as a research officer in similar position with comparable responsibilities in reputable research institution or organization
6. Fiscal Analyst

Duties and Responsibilities
  • Designing and relevant budget research on specific areas of interest
  • Participating in budget process
  • Preparing and delivering budgetary information
  • Guiding the process of assessment of the strength and weakness of government policy, options relating to resource mobilization, allocation and utilization
  • Taking action on budget monitoring
  • Compiling analyzing and formatting financial estimates
  • Preparing reports and briefs on budgetary policy issues
  • Carrying out commission budget research on specific area of interest
  • Maintaining relevant statistics on revenue and expenditure figures
Requirement for appointments
  • Be a holder Bachelors degree in commerce, Business, Accounting, Finance, Economics or its equivalent from recognized university
  • Have at least 5 years relevant work experience in public finance area.
  • Have thorough knowledge of national budget process and fiscal policy analysis
  • Must be computer literate
  • Must be a holder of CPA(k) or its equivalent
  • Must be registered member of ICPAK
7. Hansard Reporter II 
(CASB Scale 7)
Two Posts

Requirements for Appointment
 
Any of the following qualifications from a recognised institution are required for appointment to this post:
  • Bachelor of Arts Degree in Linguistics, majoring in English and Kiswahili or a Bachelor’s degree in social sciences.
  • A post-graduate diploma in journalism/mass communication from a recognized university.
  • A KNEC certificate in Typing, Audio-typing and computer applications.
  • KCSE Mean grade C+ (Plus) with a minimum C+ (Plus) in English/Kiswahili.
Three (3) years demonstrated professionalism and Competence in Hansard Reporting/Transcription or publishing in a newspaper of national circulation.

In addition, the candidate is required to possess the following skills:
  • High level of typing and word processing skills.
  • Demonstrated ability to transcribe and edit to a specified standard in an efficient manner using relevant technology.
  • Possess high level of proofreading and attention to detail.
  • Demonstrate a highly developed knowledge of English and Kiswahili usage, grammar, spelling and construction, sufficient to accurately reflect the spoken word in text.
  • Good knowledge of current affairs.
  • Good understanding of Kenya’s National and County parliamentary process.
  • Good understanding of the Constitution of Kenya, 2010.
  • Tolerance for stress by maintaining stable performance under pressure; relieving stress in a manner that is acceptable to colleagues and the Assembly.
  • Integrity – maintaining and promoting social, ethical and organisational norms in your engagement with internal and external clients of the department.
Duties and Responsibilities
 
Reports to the Hansard Editor in performing the following duties:
  • Recording of Assembly and committee proceedings.
  • Segmentation of audio takes.
  • Merging of takes for chronological fl ow of proceedings.
  • Transcription.
  • Translation.
  • Editing transcripts to acceptable legislative style.
  • Any other duty assigned.
8. Hansard Technician 
(CASB Scale 6)
One Position
 
Any of the following qualifications from a recognised institution are required for appointment to this post:
  • Degree or Diploma in Electronic Engineering, Telecommunications Engineering,
  • Demonstrated professionalism and Competence in Audio/Sound Production will be an added advantage.
Duties and Responsibilities.
 
Reports to the Hansard Editor in performing the following duties:
  • Installation, Inspection, Testing and aligning public conferencing equipment.
  • Trouble shooting and repairing of recording equipment.
  • Maintaining foot pedals and Head phones for Hansard Reporters.
  • Coordinating all Technical activities in the County Assembly.
  • In-charge of the Public Address System in the Assembly.
  • General maintenance of all Hansard and other electronic equipment.
  • Custodian of Hansard equipment.
  • Any other duty assigned.
9. Infrastructure Officer
CASB Scale 8
 
The Infrastructure Officer who shall be reporting to the Clerk of the County Assembly is in a senior position with entry at job group ‘N’

Requirements for Appointment.
  • A basic university degree in construction or engineering discipline. A post- graduate degree shall be an added advantage.
  • Must be a registered professional in the relevant discipline.
  • Must have at least 3 years’ experience in project management in a busy environment at a senior management level. Those who have worked in the public sector are particularly encouraged to apply.
  • In addition, the candidate must have certificate of good conduct and should be compliant with respect to integrity vide chapter 6 of the constitution.
Duties and responsibilities
  • Monitor County infrastructure projects and programmes and file regular reports to the clerk
  • Verity and comment on progress reports on infrastructure projects reported by the county executive
  • Give support to the county assembly committees concerned with infrastructure projects and programmes
  • Carry out any other official duties as many be assigned by the clerk.
